When Kwarteng says “some people” think the courts are biased on Brexit, he used a typical propaganda technique. Plant the seed of doubt, but don’t claim it as your own. Get the thought out there in this way is what is known in cognitive science as anchoring bias. Trump and his ilk use it all of the time as do the Russians.
